Cannot request a code import with a private team as the owner

Bug Description

I'm trying to request a code import using the form on https://code.launchpad.net/+code-imports/+new, but Launchpad returns an "Oops" when I assign the owner to be a private team. If I assign the owner to be myself, I can successfully create the import and can then transfer the newly created repository to the private team.

The error is triggered because it is a private entity, see stacktrace in the oops.

It is unclear whether this was done on purpose or not. Any way, it is not user friendly to provide an OOPS.
