Bug Description
The pre-refresh hook reaches out to the ovn-controller and ovs-vswitchd daemons over unix sockets to tell them to exit without cleanup. The case of any of those daemons not running is handled gracefully.
However, if any of those daemons fails to respond to the requests on the unix socket for whatever reason, the script may hang indefinitely.
A solution would be to add the `--timeout` option to the `ov*-appctl` calls with an appropriate value.
