Several triggered events do not recognize the Alternate Template

Evergreen 3.9
We have been setting up some alternate templates for patrons that have Spanish as their preferred language in their patron record. We have found that the Send Test Email, Send Test SMS, and Password reset triggers do not recognize the alternate template. These notifications are sent in English, instead of Spanish.
