Crash of pre3 when using any effect from Menu effects

When using inkscape version 0.46 pre3 under windows vista or xp (german locale) Inkscape crashes when using any effect. E.G. Menu Effects -> Color -> Desaturate. I tried many of the effects all crashed. I get an popup window

and after pressing ok windows tells me that inkscape is no longer repsonding and gets closed.

The problem is, that it cannot find python. It aborts after searching for c:\program files\inkscape\C\python.exe.

A workaround that worked for me, was to rename c:\program files\inkscape\python to c:\program files\inkscape\C.

I found out what the problem was using "File Monitor" from SysInternals (now microsoft).
