Unable to refresh resource of a local charm without --path

Bug Description
I have a local charm deployed. Now I want to refresh only the resource:
$ juju refresh loki --resource loki-image=
ERROR refreshing a local charm requires either --path or --switch
Refresh works if I add a --path:
$ juju refresh loki --resource loki-image=
Added local charm "loki-k8s", revision 1, to the model
no change to endpoints in space "alpha": alertmanager, catalogue, certificates, grafana-dashboard, grafana-source, ingress, logging, metrics-endpoint, replicas
It would be nice if it was possible to refresh the resource without needing to specify the --path.
