Ability to configure a patron penalty to alert staff on blind checkin of item

This is a wish list / feature request item,

Evergreen should have the ability to deliver an alert to staff when doing a blind check-in of items (checked in from the barcode check-in scan, not the patron record) so that staff can create individual alerts for specific patrons that staff will see when checking in an item by that patron.

This would help a library if they have special needs for a patron upon the returning of items.

"Specific needs", would include the need to remind staff to check returned items for bedbugs from a known hotspot address.
