Failing to reassign Ubuntu bug to an upstream project

trying to reassign https://bugs.launchpad.net/ubuntu/+source/gtk+3.0/+bug/2044654 to the project ubuntu-debuginfod gives me an error There is 1 error in the data you entered. Please fix it and try again., the page has the project value empty and states Please enter a project name

I'm attaching a screenshot showing the edit page and the result

note that the issue got workarounded since by adding the upstream component and closing the distro bug as invalid rather than trying to reassign
