Upgrade tomcat9 to a version greater than 9.0.70

Bug Description

Tomcat 9.0.70 has a very serious regression: https://bz.apache.org/bugzilla/show_bug.cgi?id=66388.

It can have quite a big impact on various applications (in my case XWiki) so it would be great if it could be upgraded to at least Tomcat 9.0.71 (in which the regression was fixed).

Impacted Ubuntu releases: lunar (23.04), mantic (23.10), noble

Here's a proposal for a newer Tomcat; it's built for Jammy (22), but it should be easy to build for the others, as well, I believe. Could that be a solution?
