Bug Description
Due to a bit of misconfiguration in the tenacity retry decorator, ceilometer gives up a bit to early on attempting to complete its db sync process (which actually sets stuff up in gnocchi rather than mysql).
This looks like:
barbican-mysql/0* active idle 10.1.106.187 Primary
barbican/0* active idle 10.1.106.188
ceilometer/0* blocked idle 10.1.106.190 (workload) DB sync failed

Note that 2023.2/candidate has a fix that corrects the tenacity parameters so retries should be more persistent.
