Adding or Removing Item alerts Modal can be confusing with repeated use

Bug Description

EG 3.11.1

The issue is best described using steps:

1. Edit an item
2. Click on "Item Alerts"
3. Choose a type and enter a test note.
4. Click on "Add New"
5. Click on "Apply Changes"
6. Click "Item Alerts" again
7. Notice that your new alert is not there.

Somewhere behind the scenes, your new alert is* actually there, and will be saved if you proceed to save the item.

Same bug but for removing alerts:

1. Edit an item (that already has an alert)
2. Click on "Item Alerts"
3. Click "Clear?" on any alert
4. Click on "Apply Changes"
5. Click "Item Alerts" again
6. Notice that your "Clear?" checkbox is unchecked!

Again, if you save the item, the alert is added for real and you will be able to see it when opening the modal after a full item save. (and removal).

This exact same issue is happening for Item Notes as well. Bug 2044026

Agree that it is very confusing NOT to see one's edits reflected in the modal.

This behavior is also happening with Item Tags.
