Old snaps are never deleted

Bug Description

The old snap versions in /var/lib/snapd/snaps are never deleted. "refresh.retain" is 2. snap list --all only list two versions, but up eleven remain on disk for each program. No further disk space is available on the system.

Could you please tell in which OS version it is reproduced and if it happens with any snap?

Hi,

OS is: Linux 6.2.0-36-generic #37~22.04.1-Ubuntu x86_64 x86_64 x86_64
GNU/Linux

Affected snaps are firefox, code and vlc. See the attached shell output
for details. The output is from the day I submitted the error. In the
meantime I have deleted the superfluous files to keep the system running.
