Help for builds page show explain idle machines

Bug Description

Quite often https://launchpad.net/+builds lists idle machines, whilest the build queue still has entries.
I was told the reason for this anomality is, that only virtual machines are allowed to build PPAs.
This information should be listed in the help section of that page.

This will soon be made obvious without the need for any help text, by splitting the list into "For PPA builds" and "For other builds" sections.
