Bug Description

In the Shelving Locations Order administration page ( /staff/admin/local/asset/copy_location_order ), the user must select a shelving location and then move to the button toolbar across the top to click the up/down arrows. This would be more usable and accessible if we switched to inline buttons. An example can be seen in the new Custom OU Trees interface; see bug 1993825.
