Missing mkfs.vfat when building Ubuntu Core 22 image

Bug Description

I'm trying to build Ubuntu Core 22 ARM64 image on my openSUSE Tumbleweed desktop, but I'm unable to, because of missing mkfs.vfat.

Console output for command (ubuntu-image snap lafrite.model):
```

Neverming, sorry!
Adding /usr/sbin and /sbin to PATH for user helped. Sorry again!
