Bug Description

When building a Debian image with the latest release (Bookworm), the build process fails with this error: "Package 'firmware-misc-nonfree' has no installation candidate".

Starting from Debian 12 (Bookworm) onwards, all non-free software packages related to firmware have moved to the non-free-firmware repository component. (Link to Debian wiki: https://wiki.debian.org/Firmware)

Therefore the non-free-firmware repository component needs to be used, instead of non-free, for Debian 12. This can be updated in IPA here: https://opendev.org/openstack/ironic-python-agent-builder/src/commit/b5974ad71311f2514b9524c9da63a948195452aa/dib/ironic-python-agent-ramdisk/environment.d/01-debian-ipa.bash#L2.
