Bug Description

neutron-ovn-tempest-with-sqlalchemy-master and neutron-ovs-tempest-with-sqlalchemy-master jobs expected to install sqlalchemy and alembic from main branch as defined in required-projects, but these installs released versions instead:-
    required-projects:
      - name: github.com/sqlalchemy/sqlalchemy
        override-checkout: main
      - openstack/oslo.db
      - openstack/neutron-lib
      - name: github.com/sqlalchemy/alembic
        override-checkout: main

Builds:- https://zuul.openstack.org/builds?job_name=neutron-ovn-tempest-with-sqlalchemy-master&job_name=neutron-ovs-tempest-with-sqlalchemy-master&skip=0

Noticed it when other jobs running with sqlalchemy master are broken but not these https://bugs.launchpad.net/neutron/+bug/2042939
