Bug Description
Binary package hint: update-manager
When you start up you see the grey icon of the update-manager in the system tray saying that another installation program is running. However, you can start the program by clicking on the icon. Update-manager will appear, the icon will become orange and the update(s) will be calculated. I don't know if this happens too when there aren't any updates.
The icon disappears after your system is updated, but I can remember a case where the icon was also grey when there wasn't anything running that uses dpkg. Maybe it happens when new updates have arrived.

I have noticed this for a long time that if you run apt-get update, the icon will turn grey, but whet apt-get is done, the icon will remain grey for a while before finally disappearing or indicating updates. Is this what you mean?
