Cannot boot from image

Bug Description

I have deployed latest version from master using kolla which support creating non-bfv instance from image.

However I cannot see any option to do this and when I select boot from image, the attached is what I see.

I shouldn't see "System Disk".

Also for some reason the "System Disk" doesn't default to the correct value?

Hi,

Did you have enable cinder service and init a volume type before you create instance?

See attached image.

I was using Kolla and the Kolla container workflow does not recompile the assets when deploying and uses the old assets.

I have yet to test on the latest code.
