WPA Enterprise TTLS PAP cannot connect

Bug Description

Using Ubuntu 22.04.3 with wpasupplicant 2:2.10-6ubuntu2
Cannot connect to a WPA Enterprise TTLS PAP wifi access point.
I have a CA cert set in the network config for this SSID.
Not using any anonymous identity or domain.

This works totally fine with wpasupplicant 2:2.9.0-21build1 from impish

Here are a few lines from the syslog:
Oct 27 00:33:20 hostname-redacted wpa_supplicant[6603]: SSL: SSL3 alert: read (remote end reported an error):fatal:handshake failure
Oct 27 00:33:20 hostname-redacted wpa_supplicant[6603]: OpenSSL: openssl_handshake - SSL_connect error:0A000410:SSL routines::sslv3 alert handshake failure
Oct 27 00:33:20 hostname-redacted wpa_supplicant[6603]: wlp3s0: CTRL-EVENT-EAP-FAILURE EAP authentication failed

Definitely seems to be the authentication phase that fails here, whereas it works fine on the impish version:
Oct 27 00:43:38 hostname-redacted wpa_supplicant[9030]: wlp3s0: CTRL-EVENT-EAP-SUCCESS EAP authentication completed successfully
