Bug Description
Topology:
- node 1: fully bootstrap node
- node 2: new node
Someone ran all the commands on the node 1 and did not get stopped.
Meaning:
- sunbeam add node-2 <-- from node 1
- sunbeam join --token ... --role ... <-- from node 1
Sunbeam should error out in this case.
