printing multiple pages on one page downscales too much

I have a pdf file with pages in portrait mode about A4 size, and I tried to print two pages on one A3 page. I got one sheet of A3 paper with two pages on with correct orientation, as expected, but they were scaled down too much. The margins are like 40mm all around.

Some more details: The original pdf have several pages and the sizes of the pages I wanted to print are 196x274mm and 198x276mm. That is like a standard A4 page (210x297mm) with some margin.

In the printer dialog of Okular I choose to print to A3 paper, and place 2x1 pages per sheet, and orientation "standing/portrait" (it is translated to my native language).
The margins were 6.35mm on the long edges and 12.7 mm on the short edges in the "Printer Properties" dialog window.

When I now inspect the A3 sheet (printed in my HP Color Laserjet 5500) the sheet shows both pages, oriented as intended, but they are scaled down too much (hard to read). With a simple low precision ruler I find the printed area of the first page to be 130x181mm (insted of 196x274).

I have no idea why it was scaled down so much. Then it struck me: the margins were 6,35, take two margins = 13mm and 196-13 = 183mm And with some inprecission in the measurements, that is almost the same as 181mm, which is the height of the paper. Can it be a bug where "something" is rotated too much or too few times.

Any ideas about this?

I also tried both scaling methods: "Adjust to printable area" (tried that first in the initial bug report) and then "None, print original size" but that gave me the same result BUT it was left- and top-justified on the page. But still scaled down to the smaller size.
