Bug Description
In bug 78911, epic bug descriptions were prohibited in the web UI but as seen in OOPS-808CEMAIL1 the same restriction was not applied to new bugs filed using the email interface.
Exception: IntegrityError
Exception value: ERROR: new row for relation "bug" violates check constraint "sane_description"
