Bug Description
Snaps should be able to get updated while the previous version of the application is still running.
The fact snapd needs to stop the application to perform an update breaks the service.
For example, when using telegraf snap, it stops the telegraf agent while the snap update is being performed. This means we lose all metrics for the host during that time. Last occurrence took a few minutes to update to the point we got an alert that host was not reporting metrics anymore.
