Unable to view the cloud a controller is running on

Bug Description

Using the Juju CLI I am unable to view the cloud a controller is running on.

On a controller bootstrapped on Openstack, when running `juju show-controller <controller-name>` the result is below, note the cloud is empty.

controller-name:
  details:
    uuid: <uuid>
    controller-uuid: <uuid>
    api-endpoints: [<endpoints>]
    cloud: ""

Checking a controller bootstrapped on lxd the cloud field is "localhost" which makes sense.

Tested on Juju 2.9.44 unfortunately I don't have access to 3.x controller bootstrapped on Openstack to check that.

Does this this work after you issue "juju controllers --refresh"?

Hi, apologies for the delay on this. Quick update,
$ juju controllers --refresh
error updating cached details for "prodstack-is": permission denied (unauthorized access)

Seems I don't have permission to do this and I don't have a controller on Openstack where I am a superuser to test.

The next 2.9.46 candidate release will not include a fix for this bug and we don't plan on any more 2.9 releases. As such it is being removed from its 2.9 milestone.

If the bug is still important to you, let us know and we can consider it for inclusion on a 3.x milestone.
