Request a Card link missing on login form

The OPAC login form is supposed to display a "Request a Card" link to the self-registration form depending on the value of the opac.allow_pending_user org setting at either the physical_loc or the root org unit. But it checks for the value at ctx.physical_org (which doesn't exist) instead of ctx.physical_loc (which does), so in fact the link displays if and only if it's enabled at the root org unit. Fix forthcoming.
