While creating an Instance, the Size field creates a warning even though it gives a warning

1. Instance is selected from the Compute page.
2. Click Create Instance and select the relevant locations.
3. After selecting Type in the System Disk field, the GiB in the Size field, which is the default, turns red.
4. Even though it is red, meaning it gives a warning, it can be created.
5. On the detail page, it gives the error message "Build of instance cd74ca2a-3609-4a7b-a4ec-3a838f850879 aborted: Invalid input received: Size of specified image 20GB is larger than volume size 10GB. (HTTP 400)".

Should: When the GiB field is red, it should not proceed to the next step or create.

According to the picture, the size of the selected image is 20 GiB, but the system disk is 10 GiB which is smaller than the image, so the size input is red.

But we can optimize it, give a more explicit error message.
