broadcom-sta-dkms not installed post-installation

Bug Description

With the fix for bug 2013236 the broadcom-sta-dkms driver was installed during the installation process (see the syslog file from /var/log/installer/) but after rebooting the system the driver was no longer installed. I suspect ubiquity cleaned it up for some reason.

i wonder if we forgot to somewhere use apt-install or mark installed.

Cause that seems to be installing things on the host only, and not in target. So i expected normally _two_ installs not one.

Also dpkg transaction failed, what's wrong with locales?

I tested this again today with Ubuntu Legacy 23.10 "Mantic Minotaur" - Daily amd64 (20231002) and all was well post-reboot.

I also tested this with a "Ubuntu 23.10 "Mantic Minotaur" - Daily amd64 (20231003)" image and the broadcom-sta-dkms package was properly installed so I'm going to set this to Incomplete and let it time out if nobody else has issues.
