Easyrsa blocked: The easyrsa resource is missing.

In test run https://solutions.qa.canonical.com/testruns/24b4da21-6f03-4814-8eb1-df2f306e405c/, we see the deployment fail because easyrsa stays blocked with the message "The easyrsa resource is missing". This is testing OpenStack yoga on jammy.

In the debug log we see the following message:

10.246.164.217 is the IP of a controller unit. I'm not sure what is exact issue is here.
