Report output modal - visual accessibility issues

The advanced reports output window that opens when you select "View Output" uses a font size that displays smaller than other text in the system. The debugging info link is also a light green color that has poor contrast against the white background. Both issues make the debugging link hard to read. The color choice may also presents an issue when compared to the blue text of the other links since it can be interpreted as "greyed out" or inactive.

This issue is consistent across versions and is not scoped as part of the work to angularize the advanced reporter. Tested on both Chrome and Firefox.
