Bug Description

During build for lunar[1], serviceability/attach/AttachNegativePidTest.java failed on ppc64el platform.

The test log is attached.

The test failed with `result: Failed. Execution failed: `main' threw exception: java.lang.NoClassDefFoundError: jdk/test/lib/Utils` hinting at jtreg classpath issue.
Note: a lot of other tests should've failed if it was the case.
