Bug Description

In request https://review.opendev.org/c/openstack/ovsdbapp/+/882268, the ability to create ECMP routes was added, but for some reason they didn't add the ability to delete these routes.

    nb: add 'nexthop' argument to 'lr_route_del'

    In request https://review.opendev.org/c/openstack/ovsdbapp/+/882268, the ability to create ECMP routes was added. This PR adds the ability to delete these routes.
