Bug Description
MAAS is failing to deploy Ubuntu 23.10 Mantic on Power10 LPARs
It get stuck at `Loading ephemeral`
MAAS is able to deploy the same partition with Lunar and Jammy
I'm able to deploy the system via .ISO
