"DhcpAgentNotification" is not set for OVS-DPDK deployments

In [1], the variable "DhcpAgentNotification" is set to False by default. It is overridden in the OVS deployments but OVS-DPDK template is missing.

    Add "DhcpAgentNotification=true" in OVS DPDK template

    Since [1], the default value of "DhcpAgentNotification" is false.
    Any OVS deployment (with DHCP agents) should have this flag enabled.
    The OVS DPDK template missed this update.
