Because at deprecated and can be fully replaced by cron. Also atd have a suid-bit which can cause security problems.

at is defined in ISO POSIX and has been a part of the Linux Standards Base (LSB) since LSB 1.0.

Who deprecated it, when, and why -- no information on this was included in your report?
