ubuntu-desktop-installer gives option to not connect to network, but subsequently allows installer update

Bug Description

Title.

You can choose to not connect to the internet ("I don't want to connect to the internet just now") and yet the next slide gives the user a prompt to update the installer. You can now even update the installer despite the fact you've said you don't want to connect to the internet.
