Budget report shows wrong Spent and Budget totals

Re:- Budget Report

The "Spent" and "Budget" totals at the top right-hand corner of the report seem incorrect.
These totals now include both Category and Subcategory values which seems to be duplicating values and doubling the budget.

Also on the Budget report, the date range has the year cutoff e.g. Sep 2023 shows as Sep 202.
