Running the autopkgtest for armhf locally on an arm64 host with

autopkgtest -U --apt-pocket=proposed -a armhf -s *.dsc -- qemu --qemu-options="-cpu host,aarch64=off" autopkgtest-mantic-armhf.img

succeeds.
