IOMMU related peripherals cannot work.

CONFIG_MTK_IOMMU should be enabled as "module" in generic kernel settings. CONFIG_

this is the first step to enable the platform on generic kernel. to fully enable the platform, there are some modifications still needed, so only the build test is performed at this stage.
