Bug Description

Evergreen old+

For some reason the edi pusher and fetcher scripts were never added to the Makefiles and so the EDI documentation begins by paraphrasing "install the scripts we missed." It's time to fix that. May as well add them (commented out, perhaps) to the crontab example as well.

Thanks, Jason! The scripts now install, and the docs look good. Pushed to rel_3_10 and above.
