KPhotoAlbum for KDE 4 was not ready for the initial 4.0.0 release and was accidentally tagged for release by KDE at the time. We do know there is a problem with KPhotoAlbum not working at all and when the official release is ready, we will go ahead and get it uploaded. Sorry about any inconvenience it may have created.

Maybe this could be marked as invalid since there is no such a package available any more?

Since there's no Kphotoalbum-kde4 available (and I'm using the SVN version of KPA on Kubuntu Hardy 64-bit w. KDE 4.1rc1 and works nice) so I'll mark this as invalid.
