window controls are not clickable in maximized windows

Bug Description
Under Wayland Ubuntu 23.04 window controlls of some windows aren't clickable when the window is maximized. Only solutuion: double click on the window bar to get the window out of max size and pull the window into the lower half of the display, then the window controlls are clickable again. This bug is not there unter x.org sessions.
It isn't apperant in all windows.
