lubuntu jammy install; failure re-using existing partition

Bug Description

lubuntu re-install (jammy daily) on
- hp 8200 elite sff (i5-2400, 8gb, nvidia quadro 600)

system directories were mostly erased (all binary directories anyway).

i think the sources included packages.element.io/debian where NO_PUBKEY exists on ISO (it's a 3rd party resource that's why) meaning it's expected & not an error. I'll confirm this I hope shortly, but if/when I do this bug report will be INVALID (maybe I can document something to help users with this issue??)
