[L3][DVR]disable ARP response for vlan networks on compute node

Bug Description

Every compute node qr-devs in qrouter-namespace can answer the ARP request from baremetal (ironic instance) node of vlan network. Neutron-openvswitch-agent with DVR enabled should disable such response.

Checking the other referred LP bug (LP#1791268), what ARP traffic is being duplicated? The DVR GW IPs? Can you provide more context?

Will you assign yourself this bug? Do you have a patch to fix this issue?
