NewCharmAtPathForceSeries can force an unsupported workloadbase

Bug Description

We should no longer be able to force charms to deploy to series/bases that Juju itself does not support (we can only force charm to deploy to series/bases the charm itself don't support)

The function NewCharmAtPathForceSeries does not verify against juju workload series. If we try and create a charm with an unsupported base/series we should fail
