Bug Description

kolla_toolbox when stopped exits 143

This is because it's running "sleep infinity" which is not handling any signals (apart from SIGKILL)

    toolbox: use script handling signals

    Since we use "sleep infinity" in kolla_toolbox container - stopping it
    always ends up with exit code 143.

    Let's use a wrapper script that handles signals correctly.
