[needs-packaging] libei

libei is a new required dependency for Mutter 45 Beta. The upstream project is at https://gitlab.freedesktop.org/libinput/libei

It is expected that this will be maintained in Debian by the Debian X Strike Force Team.

I will file a Main Inclusion Request soon. Because this is currently only needed by Mutter, the initial Ubuntu maintainer will be the Ubuntu Desktop team.

My temporary packaging repo is at
https://salsa.debian.org/jbicha/libei

For simplicity, this uses a subproject for https://github.com/nemequ/munit.git which has not been packaged in Debian or Ubuntu yet.
