After run clutter UI, Application cannot be closed and switch to background by "close" and "home" plugin on marquee

Bug Description

steps:
1. run clutter UI from desktop
2. launch notes from desktop
3. click "home" plugin on marquee
    at this time, the window of notes cannot be switch to background
    and if you click the "close" plugin on marquee, the window cannot be closed too.

at this time, we have no way to close window except by "Alt+F4" on Keyboard.

we found once launch clutter UI, any windows will meet the issue that user cannot switch and close the window.
So I set the importance as "High"

We do need to eventually reevaluate using the Clutter UI and fix the bugs in it. Currently we have focused on the HTML UI and the clutter UI is still a proof-of-concept and not production level. For this reason we'll postpone these valid bugs until later.
