Bug Description
Although makefiles and tox environments are different tools that solve different problems, I think for our use cases we can just manage everything we need through tox environments and get rid of the makefile altogether.
This will have the benefit of:
- maintaining one fewer file. 2 when combined with LP #2030702: remove rename.sh
- https:/
- alignment with the OpenStack community
- alignment with the python community
This change implies making some changes in the CI system and developer habits as well but I think it would be worth it in the long run.
