[Impact]
On Ubuntu 22.04.1 LTS server-amd64 systems, installing the libsnmp-dev package will cause a large number of critical packages to be removed and render the system largely unusable.

The other bug only affects the dist-upgrade, full-upgrade command. This bug is missing a lot of information, so we don't really know.

1) the full command line used
2) optimally an EDSP solver dump. There's a better way for this that I forget but

APT_EDSP_DUMP_FILENAME=/tmp/lp2030491.edsp apt install libsnmp-dev --solver dump

or whatever the command line was, modified accordingly with the variable and the argument, and then attach the file.
