Open Office doesn't generate correct HTML 4.0 Transitional

Bug Description

It seems that the HTML documents generated by Open Office (HTML 4.0
Transitional) don't validate in the W3C validator. The problem is that Open
Office includes the <style> tag without the attribute "type".

Please could you recheck with openoffice.org2 from breezy, and if the problem
persists, give a short step-by-step instruction, what you do in reproducing the
result?

The same happens in openoffice.org2 in Breezy.

Steps:
1. Write something in a new document (in OO Writer)
2. File -> Save as... and select "HTML document" in the menu
3. Try to validate it in the W3C validator
